Our Mission

          The Winthrop Harbormaster's Department oversees miles of coastline, including waters in East Boston as well as the water surrounding Deer Island. The Harbormaster handles all permits for vessels in town waters. Waterways Rules and Regulations Manuals are available at the Town Hall, or you can view them by clicking on the link at the left hand side of the page. Harbormaster's duties also include the safety and security of Winthrop's waterways. Specific objectives are to maintain a physical presence by patrolling harbor and waterfront areas and operating the state-funded Pump-Out boat.
